You PC configuration looks good. What I meant is about graphics. May be your graphics driver?? I am not sure. I have asked technical team to see if they can find a solution for you.

This is mostly due to your MT4 broker. First error is you are not connected to any data server of the broker in MT4. Second is related to 5 digits in prices most likely.
Yes you are allowed to place pending orders.
Regarding your moving of orders – It might be that after moving your SL or TP or buy/sell price did not match the mim pip gap requirement. In this case, please check your Journal tab to see what was the error. According to the error you will know what’s wrong while moving the order.
